◆企业入孵标准

　　－企业已取得法人资格,且产权清晰、自主经营、自负盈亏、运行机制好；没有企业机构，但具有开发优势并已形成自我发展能力或有开发实力的科技人员，孵化器可以协助其办理工商登记手续，使之具备法人资格；
　　－Business to be incubated should have corporate capacity and clearly established property right, independently operation and take full responsibility for its own profits and losses, with sound operating mechanism; with no business institutions, however, having development advantage and formed self-development capability or technicians with development strength, the incubator can help business to handle with industry and commercial registration to make it qualified as a corporate business;

　　－开发能力强，并以自主开发为主、技术水平较高的企业；
　　－Business should have powerful development capacity and focusing on independent development, with higher technical level;

　　－项目来源清晰（拥有项目的合法产权），手续完整，项目商品化、产业化和市场前景好的企业；
　　－Business should have clear project source (with legal property right to the project), complete procedure, commercialization, industrialization and promising market outlook;

　　－企业负责人是科技人员，且熟悉本企业的业务，有较强的管理能力；
　　－The person responsible for business should be technicians, who should be familiar with operations of this business and have stronger managing ability;

　　－生产工艺先进，对环境无污染。
　　－Advanced production process with no pollution for the environment.

除上述基本要求外，方和正圆孵化器的入孵标准重点强调以下两点：
Besides the above basic requirements, emphasis of business admission standard of Fanghezhengyuan incubator is put on the two points as below:

　　－主要系从事光机电与新材料领域高新技术产品的开发、研究和生产的科技型企业；
　　－Scientific and technological business mainly engaged in development, research and production of high-tech product in the optical-mechanical-electrical and new material field;

◆企业入孵流程

Business incubation flow

　　初创企业的孵化整个过程分为三个阶段：接纳、培育与毕业。
　　The whole incubation flow of pioneering business is divided into three stages: admission, cultivation and graduation.
　　
    ⊕在孵企业的接纳
　　⊕Admission of incubated business
　　
    第1步：初创企业通过各种渠道，包括来访、电话、资料等方式，了解方和正圆孵化器的基本情况、孵化模式、孵化方式以及优惠政策；
　　First step: Pioneering business will realize basic information, incubation pattern and mode and relative preferential policies about Fanghezhengyuan incubator through various channels including visit, telephone and datum etc;

　　第2步：初创企业填写申请入孵信息登记表，包括初创企业的工商、税务、市场、技术、管理、团队、抓紧资金等情况；
　　Second step: Pioneering business will fill out registration form of incubation application, including information about industry and commerce, tax, market, technique, management, team and fund etc;

　　第3步：根据对初创企业的基本情况，对其入孵申请做出判定，如果认为不符合孵化条件，则撤销初创企业的申请；如果符合孵化条件，再进行下一步，做出最终判定；
　　Third step: Judgment on the incubation application will be made according to basic situation of pioneering business, and if it is found that the business do not meet the incubation condition, the application of pioneering business will be revoked; in the case that incubation condition is satisfied, implement next step to make final judgment;

　　第4步：组织一个评审委员会，成员包括总经理、技术专家、经济管理专家、创业投资专家、会计师或经营专家、工商局代表和孵化器高级管理人员，对初创企业的入孵申请做出最终判定，如果初创企业没有通过评审，则中止；如果初创企业通过评审，则进入下一步；
　　Fourth step: Organize a review committee consisting of general manager, technical expert, economic management expert, pioneering investment expert, accountant or administrator, representative of industrial and commercial administration and senior manager of incubator to make final judgment on incubation application of pioneering business, if the business fails to pass the review, all are stopped at this point, if succeed, the pioneering business can enter the next step;

　　第5步，方和正圆孵化器和初创企业签署正式孵化合同；
　　Fifth step, Fanghezhengyuan will sign formal incubation contract with pioneering business;

　　第6步，方和正圆孵化器和初创企业签署相关服务合同；
　　Sixth step, Fanghezhengyuan will sign relative service contract with pioneering business;

　　这时，方和正圆孵化器正式接纳初创企业为孵化对象，初创企业也已经入驻方和正圆孵化器。
　　Now, Fanghezhengyuan has officially admitted pioneering business as an object of incubation, and the pioneering business has also entered into Fanghezhengyuan incubator.

　　⊕在孵企业的培育
　　⊕Cultivation of incubated business

　　初创企业入驻方和正圆孵化器后，就开始进入孵化培育阶段，这是在孵企业成长和发展的关键阶段。方和正圆孵化器要为在孵企业提供各项孵化和支撑服务，包括金融、会计、税收、法律、市场营销、企业管理、创业投资、技术、培训与咨询等服务。
　　When having entered into Fanghezhengyuan incubator, the pioneering business starts coming into incubation cultivation stage, which is a key stage for growth and development of incubated business. Fanghezhengyuan incubator will provide various incubation and support services to incubated business, including finance, accounting, taxation, law, marketing, business management, pioneering investment, technique, training and consultation etc.

　　第7步，在孵化合同中规定的孵化期限临近时，方和正圆孵化器根据在孵企业毕业标准，判定在孵企业是否达到毕业标准，即是否孵化成功。如果孵化不成功，则作出是否延长孵化期的判定(由评审委员会提出意见和建议)，如果延期，则签署孵化延期备忘录，继续孵化；如果不延期，则撤销，在孵企业离开孵化器。如果孵化成功，则进行孵化验收；
　　Seventh step, when incubation period specified in incubation contract is coming, Fanghezhengyuan incubator will judge if the incubated business meets graduation standard, namely, if the incubation is successful. If not, the incubator will make a decision whether or not incubation period can be extended (subject to opinion and recommendation put forward by the review committee), if extended, an incubation period extension memorandum will be signed, and then incubation will continue; if not extended, incubation will be revoked, and the incubated business will leave the incubator. Inspection and acceptance of incubation will be implemented for a successful incubation;

　　第8步，方和正圆孵化器和在孵企业共同编写孵化验收报告，提交专家顾问委员会审议，并总结对在孵企业孵化培育经验。
Eighth step, Fanghezhengyuan incubator and incubated business jointly compile incubation inspection report and submit it to expert and consultant committee for review and summarize experiences in incubation cultivation of incubated business.

　　⊕在孵企业的毕业
　　⊕Graduation of incubated business

　　第9步，方和正圆孵化器成功完成对在孵企业的孵化培育，在孵企业毕业，离开孵化器。这时的在孵企业，已经成为一个合格的、成熟的、富有生命力的企业。
　　Ninth step, when Fanghezhengyuan incubator has successfully completed incubation cultivation of incubated business, the latter will graduate and leave the incubator, and then the incubated business has become qualified, mature and vital.

　　由于毕业的标准很难量化，可以定性地考虑以下几点：
　　Due to it is difficult to quantify standard of graduation, the following points can qualitatively be put into consideration:

　　如果是项目孵化，应生产出产品样机，完善的各类文档并中介给优秀的高科技企业；
　　In the case of project incubation, product model and various completed files will be recommended to excellent high-tech businesses;

　　※如果是企业孵化：
　　※In the case of business incubation:

　　－有2年以上的运营期，经营状况良好，主要产品有一定的生产规模和市场占有率；
　　－With operation period above 2 years, sound operation condition and main product having certain productive scale and market share;

　　－年技工贸易总收入达200万元以上，有50万元以上的固定资产和自有资金；
　　－Total annual income of technological and industrial trade reaches more than 2,000,000 RMB, and fixed assets and own fund is more than 500,000 RMB;

　 －企业负责人具有较高的经营管理水平和较强的市场开拓能力。
　－The person responsible for business should have higher administrative level and stronger market expanding ability.
　　孵化器在孵科技企业应从事科技产品的研制、开发其主导产品的科技含量达50%，科技人员占职工总数的40%以上。

　　Incubated business should engage in research, production and development of scientific and technological products, and technological content of its dominant products should reach 50%, and technicians should occupy 40% of total staff.
